He just appeared one night wandering in the fog, lost and confused, with no memories... an eyeless wolf with a Divine blessing.
The Shamans said he was sent by Vox Nihili and thus instead of slaying him, the Pack decided to let him stay. They all knew he's here with a purpose yet no one knew what that purpose it was, so Psychic TV remained scorned and ridiculed, since his blindness prevents him from becoming a Battle Wolf and he's considered a weakling.

He lives in the swamplands at the edges of the Territory; he used to share the miserable rank of the Omega with Elend, the crippled seer whom he adored; the two wretched Omegas helped each other out and struggled for survival together.

Psychic TV is a sensitive, good natured, sweet and playful wolf; he knows and reluctantly accepts his place and his fate. He yearns for love, or even for just a bit more acceptance from the Pack but receives no mercy, no compassion and no help, the only exception is Samson's Echo, who's always ready to defend him when Pack members go too far in humiliating him.
His fears finally came true; Elend passed away, and now he's left all alone...

... But maybe there's a little hope. The night Elend passed, Psychic TV heard Vox Nihili speaking to him - he had a message for Rosa✝Crvx and used the blind wolf to deliver it. Psychic TV inherited the title of "the Voice of the Totem" from Elend, so it seems. He's still a disdained Omega, only allowed to the insides of the Territory when Vox Nihili has a message but at least he found a purpose and is able to feel useful.
