Its hard to tell from that picture but you have to unserstand that different dogs have different body types. German shepherds tend to be on the leaner side. Even the long haired ones. Especially as puppies.

If you are worried you can ask your vet as well.

either way your vet will be the best resource for determining his ideal weight. his age/breed/activity level/etc will all play into that and it's definitely hard for strangers on the internet to take all that into consideration lol

it's a little hard to tell in that position, but i think he looks fine. the muscle definition on his hind end is good for his age. do you have any pics of him standing up?

He is adorable!! He does look a little thin, maybe there are weight managing dog diets? I would suggest looking into that just as an idea.
