And so far I've seen, you can make however many people you want as rivals, there is no downside. Just go to gathering >alphas and search up your league leadervoard and just start adding people as rivals

For the Wolves of Warfare event, the game guide says you get an extra claw for defeating rivals. There is an option to add rival on a player's profile page.
