It is quite possible for a pup to inherit a pelt from a parent who was dyed. My female Stormsong, who was given an Alexandrite dye, recently gave birth to a female pup with the same pelt. I named the pup Stormsplitter

also, is that a GIF? :0 the tongue out looks very cute. I'd love to learn to animate one day as well aha. is flipaclip the best program to start with? I see it around a lot :'D
