You have to be premium to use palettes. You can't buy them from people unless you are premium. And when you do get premium, go to pack > pack activies > manage palette. Premium members have a once to use custom palettes and click the custom palette you want to use. But you cant unless you are premium, which it says you are basic. I hope this helps!
