I only have level 10 in forest but it show replay all the way to level 13

This is because you have an overall higher territory level than ten, it shows your highest overall level for whatever reason on the replay level drop down list; but you can only replay up to level ten, or the highest completed level on the forest, or the territory you're trying to replay a level on.
