I have gotten both forest and swamp to level ten but it still says my overall territory level is 19, what did I do wrong?

You might need to actually finished the level 10 to have jungle open

Taenau's right; you'll have to start level 11 of swamp until jungle unlocks, meaning completely finishing level 10 of swamp
