My personal question to chat is what the Off+ and Def+ numbers mean. I have been on this game for 7 years and still do not know

Since vitals affect all stats during a weather event, yes. They would also be less accurate because it would affect their Resolve and Composure

oh I was trying to say that like, the acuracy would change? does that make sense?

Because wolves with less battle usually struggle with hitting-- so would the wolf struggle a bit more with hitting?

If your wolf has -10 vitals, they will do 10 less than their regular damage, yes. It doesn't actually change the physical CP field
