Any pelts over common aren't usually inherited by the pups, most of a wolf's inheritable rarity is in the markings.

If you want to be able to consistently breed higher rarity pups, it's best to breed wolves who have a lot of markings.

If you exclude the rarity from the father's pelt, his rarity is only 18, which isn't very high.
