Go to your wolf's page > manage wolf > retire wolf
Then you can pick either 'leave the pack' which will send your wolf to the free range - this will give them the chance of appearing in the sanctuary.
Or 'retire' which will send your wolf to the heavens - essentially killing them and allowing them to be placed in your memorial garden.

Be careful though, as you can't get your wolf back if you do either. [Either should work for the set free quest].

You'll only be able to get the wolf back if you send it to the free range and it was born in your pack.
