I don't think you have to have a 30 cp maternal/charisma for 3 pups, it only boosts the chances because I've had my alpha female give birth to 3 pup litters twice now at only 21 maternal

30 doesn't always work from what I've seen. Most people are fine with 30 but guarantee requires 40
