Harlow is the kind of wolf that takes what she wants within the limits of her code of conduct without regard for whom it hurts, so long as it isn't her family. She cares most about tradition, loyalty, and order. If a wolf were to break any of these key factors, she would become extremely hostile and go out of her way to make the individuals time in the pack a living hell. She plays by the rules but without mercy or compassion. She is comfortable in a hierarchy and would like to rule, but is willing to serve. She condemns others according to their actions. She is loath to break laws or promises. This reluctance comes partly from her nature and partly because she depends on order to protect herself from those who oppose her on moral grounds. Although Harlow is a violent, uncaring wolf when it comes to her enemies or those she deems unfit for her family, she believes in such things as not killing in cold blood (but having those underneath her do it) and not letting pups come to harm (if it can be helped).
Harlow is fiercely loyal and dedicated to her family, putting them above anything and anybody. She also has a bad habit of flirting. She's kind towards those she knows, and very affectionate – which can sometimes be mistaken for being a little bit too nice.
