My personal preference for iPad is Procreate. It's $10 yeah but a one time purchase.

Medibang is good. I've heard good things about IbisX Paint

But yeah. I use procreate and I love it.

Medibang is fairly decent for both PC and mobile, Kritia is pretty good on PC. Firealpaca too, if you were looking for animation on PC. And then obviously Clip Studio Paint is probably the best, but that costs quite a bit of money lol.

When I started backgrounds I watched landscape and concept art speedpaints to help understand how it works :) also taking time to understand the angle and perspective of landscapes. Coloring also is a big thing with nature and outside pieces, realizing how light hit areas is more of a practice makes perfect type of situation. Studying others pieces will make it faster :)
Made a random room with faint guide lines to explain angle and perspective xD not good with words~
