I don't think you have to have a 30 cp maternal/charisma for 3 pups, it only boosts the chances because I've had my alpha female give birth to 3 pup litters twice now at only 21 maternal

I thought it was 30? 30 on mother's maternal, and at least 30 on father's charisma
