I just imagine baby air dragons coated with protective feathers like baby penguins. Overtime, their baby feathers drop and their flight feathers comes in.

Ooh, that's an interesting idea! Though I can see it making sense if they usually live up in the mountains. So it's basically protective feathers, to flight feathers, and then scales/membrane?
