It mostly depends on whether he thinks the Organization is right or wrong(In my opinion, anyway). Zadolt doubts that what he is being trained for is right, so I think he might rebel. Or follow Hoffen just because he's kinda scared by the Mechs.

That regiment will live under more cruel conditions, and will have to be strong and serious to continue on. All mistakes in that regiment will be punishable.

Yea, others probably are more scared of him. But Zadolt just finds them... creepy, for lack of a better word.
