That one is talking about the plague. Rosy was one of the symptoms, and pockets full of posies of herbs helped keep you from getting it.

There is also a rhyme that goes like this:

This one is said to refer to the Queen that was called Bloody Mary because she killed off all her heirs and that is why she is being asked how her garden is supposed to grow. I can't remember what the rest of the lines signify, but I know it is really dark
