In batttle that means their Disposition rating isn't very good. When you target them they will listen if they have a decent rating in Disposition.

He still listens though? His wife doesn't listen and says she's feeling rebellious, which I did find stuff on in the game guide(I think it was the game guide), but he says he's feeling independent, and then he still does the thing.
