If you only apply for alliances if you meet the dominance needed, which you can find out what they are on the right side of the top of the page, next to the alliance avatar.

Once you found one you're willing to join where you also meet the dominance standard, then scroll down a bit and there should be a box with Apply for this Alliance above it.
