Can they be used on any wolf or do they have to be a certain age? If a wolf is two, can I use the figurine on it?

As long as they're female and 2+, you can use the figurine on them. They also should be pregnant, of course.

Edit: Talking about the ones that immediately pop your female.

The sex changing figurines can only be used on pups.

The fertility figurine that makes your wolf give birth, can be used on any pregnant wolf.
