Does every carrier/werewolf only drop 2 fangs? Are there some that drop more fangs? If so where should I be hunting? What is the most effective method to finding them? (besides exploring nonstop)

Yes.

Exploring, is the best way of finding them to be honest.

But if you kill an originator they drop three fangs.

During the full moon, I've seen originators drop 5 fangs. They're still pretty hard to kill, and what Ciuin said about exploring being pretty much the best way of finding them is very true.
