Likely not, true. But I'm inclined to count even that 1% as wolfblood. Beta is a very detail-oriented organization, and even forgetting that single percentage could wreck indirect havoc in the future.
It's not necessarily the physical similarities that are of importance, but rather the genes and bloodlines.

It's just that - Spaghetti was stupid and should not have made wolfblood slots in the first place. Although I don't doubt beta would have an experimental wolfdog breeding and training facility, it would be separate and involve a lot of lab tests/experimentation and whatnot. But it would be foolish for Beta to throw a high content wolfblood into regiments for a few reasons primarily involving behavioral issues :/ halp |

Okay, here's a potential explanation:
Beta does have an experimental wolfblood training/breeding facility, but they're trying to access if the Wolfbloods should have their own seperate regiments, or have a regiment with half-bloods and full dogs(or not be in regiments at all). Such is why Anfall, Maze/any other Wolfbloods are in the regiments. Some of the other wolfbloods(NPCs) are being trained in regiments comprised only of wolfbloods as well.
