I usually retire if they are not very good wolves, I use the fragments to buy explore moves. Or if they're decent but I just don't want them / they won't sell I free range them. Free range them between midnight and one game time for the best chance of them showing up in sanctuary. not all free ranged wolves go there.

Whisker, you either retire them AKA kill them. Or you release them to the free range and they have a chance of showing up in the sanctuary.

Go to the wolf you don't want, go to the options at the bottom "manage" and click "retire:
