What Virgo said ^^ I like to aim for 70-100 enemies, but you don't start getting that until after level 30-40 of a territory, or at least you don't get it consistently

Depending on circumstances, I've triple if not more When buying explore moves. I'd say as long as you have at least 40 enemies on a map, it's a good investment
