You selectively breed wolves with higher vitals together until you get pups with higher vitals. The wolves with 30+ vitals are a result of a player breeding project that maxed out vitals at +80. You can still find them around today

The only way to alter an already living wolf's vitals is with Ostara's Wildflower which /randomizes/ vitals. You can buy it during the March event.
