They have to be in your league, so easiest way to find them is to look on the leaderboards.

You just go to people's den page and there will be a button to add them as a rival.

You can mark them on your den page. I'm guessing the option will pop up when WoW starts. No matter how many rivals you mark you have a 1/5 chance of coming across one
