That's if you're making a new topic though. If you just want to add a post to someone's topic, you won't see the "Create Topic Post" part, just the option to type for a post.

In the Forums, you have to pick where the post belongs and then click the title (so if you want to make a game, click Games) and then scroll to the bottom of the page. There will be a thing to Create Topic Post.
