How do you apply gear to a wolf? I have looked and looked but can't find anything.

You can apply gear to a wolf by going to your wolf's profile and selecting "Manage Your Wolf", which is located within the Vitals box. Once you have clicked on that, there should be an option to "Edit Gear".

It should look like this:
