so I am a bit confused. If some pups are born after the father passed away then do the pups still count as his offspring and would the father go into the memorial?

Well , the pups are the father's so they would be his offspring even if he died.

And

The father would have to be ADDED yo the memorial meaning if you wish to memorialize that wolf than the wolf would be in the memorial yet their name shows up to be selected to be added to memorial.

A wolf can be added to the memorial regardless of having any offspring. Offspring and memorial are not related.
