I have noticed when I breed my wolves their pups do not have the same pelt color as the parents. Is this a glitch?

No, it's supposed to be that way. You just have a better chance at getting the same pelt(when common rarity). Rarer pelts are rarer to get in their offspring, but you still have a better chance if the parent has it
